Anchor Links Jumping to Wrong Place

Hi,

Throughout our site, anchor links are jumping to the wrong place on the page – about 150px below where they should be. For example:
On this page (https://www.authenticfoodquest.com/home/), find the button labeled “Submit Your Local Flavors” (http://i.imgur.com/3gGtVqw.png) and click on it. It should jump to here (http://i.imgur.com/v2bSGAE.png) but instead, it jumps to here (http://i.imgur.com/51shkZl.png).

I’ve disabled the plugins on my site to no avail. I’m hoping you can help…
