Creating Responsive Cols With Different Bg Colours

Hi there, lovely theme and just have a really quick question for you.

I’m trying to replicate the layout element featured here;
http://unicon.hellominti.com/pages/services/
– with one col of content having a black background the other col having a blue background.

Just need to know what builder element, or combination of builder elements, is used to create that layout?

Working on a test site and can’t seem to get it to play ball responsively as the bg colour height changes depending on viewport. Test site here;
