Layout issue.

Im looking to create this layout. In other templates this has been straight forwards as I had full control over the widths and responsive options but in this template I cannot seem to get this right.

I need a full width row that has two column’s inside it. However these two columns have to fit within a standard sized container so that they fit in with the main content of the site. In other words I do not want them to line up outside the boundary of the current content.

The red shaded area and top red lines is the standard width set by you.
The green lines are the content in two separate columns with the content entered.
The red lower lines are the background overflow needed.

How do I do this so that it works on a desktop/ landscape mobile/ iPad but stacks normally on a mobile vertically…
Ive been scratching my head for days over it.
