Row background images dont scale for mobile.

I have made a ROW and added a background image with padding on top and bottom to make it look right on desktop computers.
However, when it goes to mobile the background image does not shrink to fit the with and you only see a tiny part of the image.
I tried removing the padding to see if that was stopping it from scaling but it did not make a difference.

I just want the image to scale to fit the new mobile width.
