Social links cannot be edited and Twitter social icon in header not working

Theme version is 4.6.11. I have deactivated all plugins and problem still persists.

The social media links in the Theme Options –> Social Media settings cannot be edited. https://pasteboard.co/Iapp9OxkAARs.png
The link for the Twitter icon in the #topbar div in the header is not working. The other social links are working correctly. https://pasteboard.co/kHYAaCQnrAQz.png

On further inspection, there are 2 associated with the Twitter icon. The is below the icon but is not clickable. https://pasteboard.co/AEDKzjwi3cdq.png

Please advise on how to fix this problem.
